Il programma di recupero dell'ex zuccherificio di Rovigo prevedeva il riuso degli edifici adiacenti al corpo centrale della fabbrica e la loro trasformazione in Scuola Universitaria e Centro Congressi. L'organizzazione distributiva del progetto offre la possibilità di utilizzare le principali funzioni ospitate, Università e Centro Congressi, in modo interattivo o indipendente, a seconda delle diverse situazioni. Il Centro Congressi è previsto con un'aula polifunzionale per 538 posti, salette per riunioni e conferenze, cabine di traduzione; il foyer a piano terra è collegato alla Scuola Universitaria ed è possibile perciò utilizzare il Centro Congressi anche come aula magna per l'università. La Scuola Universitaria ha 12 aule per complessivi 389 posti a sedere, biblioteca, studioli per i docenti.
In addition to the recovering of the former sugar factory, the program foresaw the recovering of other buildings as well. These would be transformed into a congress center and a university. The project is based on the principle that both functions can work together or separately: that is why the foyer is so barycentric: it connects the university and the congress center, but it can be a filter between the two at the same time. The congress center with its 538 seats can be used as a aula magna for the university. The university has 12 lecturehalls for 389 seats, a library and offices for professors.
